U.S. Army Corps of Engineers is Hiring a PROGRAM ANALYST (CONSTRUCTION) Near Buffalo, NY

Duties

  • Responsible for managing the District’s Supervision and Administration (S/A) program.
  • Monitors budget levels to ensure legal/efficient use of funding.
  • Formulates, monitors, and updates the annual operating budget for Construction Branch activities.
  • Maintaining control for compliance with LRD and HQUSACE targets and other limitations.
  • Tracks the performance of current year expenditures compared to the operating budget and notifies managers on the status.
  • Recommends adjustments to Construction Branch’s operating budget to support changing workload and manpower requirements.
  • Supports construction contract administration office to assist construction offices with processing invoices, modifications, evaluations, etc.
  • Resource for construction office staff on implementation of construction processes.

Qualifications

Specialized Experience-
I have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes: managing and tracking all funding within the organization; preparing detailed estimates, justification statements, and execution plans for substantive programs; compiling and analyzing figures to be used in forecasting workload, manpower requirements, and funding needs; monitoring actual figures and analyzes discrepancies; completing a variety of unrelated forms, documents, and reports required in connection with the various programs.
You will be evaluated on the basis of your level of competency in the following areas:

  • Financial Analysis
  • Oral Communication

Education
